PROBLEM TO BE SOLVED: To obtain the subject prophylactic and therapeutic agent having therapeutic effects on inflammatory bowel diseases and suppressing effects on exacerbation of rethema by including a galactooligosaccharide as an active ingredient therein. SOLUTION: This prophylactic and therapeutic agent is obtained by including a galactooligosaccharide Gal-(Gal)n -Glc [Gal is a galactose residue; (n) is 1-4]}, and preferably a bacterium of the genus Bifidobacterium (e.g. Bifidobacterium breve) as active ingredients. When the gallactooligosaccharide is continuously administered, the daily dose thereof is preferably about 5-10 g for an adult.
