A sound-proof pipe member which can be used for the piping of a water supply/drain system, an air conditioner, etc., of a building. The sound-proof pipe member is characterized in that a sound absorbing layer which contains an active component which increases the dipole moment value is provided between the inner pipe and the outer pipe. The pipe has an unprecedentedly excellent sound-proof performance.
