PROBLEM TO BE SOLVED: To integrate a line exchange network and a storage exchange net work and to attain extendability and the secureness of band by executing the subscriber's line function of a telephone set and a private exchange by a TEC and executing call control function by a TEC there by executing exchange function on a SVC on an ATM network. SOLUTION: A telephony emulation servers (TES) 101 and 102 for performing a management of a call control, plural telephony emulation clients (TEC) 121 to 124 for executing a sound communication, an ATM network line circuit incorporated private exchange 131 are arranged on an ATM network 100 to construct an ATM-PBX system. The TEC provides a point to point bidirection virtual channel connection to the TES in order to transmit call control information. The TES provides a point to multipoint VCC, registers it with an address table and enables data channel set between the TECs.
