摘要 PROBLEM TO BE SOLVED: To enhance a physical characteristic of the device without deteriorating sound quality by effectively performing reassignment of surplus bits. SOLUTION: An input signal S101 is converted into a frequency spectrum by a time frequency converting means 1, and a required number of bits S108 of each unit is decided by a required bit assignment means 7 in utilizing an audition model from an obtained spectrum signal S102. When there are surplus bits, reassignment of the bits is performed preferentially in spectra of upper and lower frequencies of a high level spectrum by a reassignment means 8. A quantization spectrum S105 is generated by a quantization means 4 based on an obtained reassignment number of bits S107. Finally, an encoding signal S106 is generated and outputted by a multiplex means 5 based on the reassignment number of bits S107 and the quantization spectrum S105, etc.
