PROBLEM TO BE SOLVED: To obtain an emulsion in which the segregation is by blending an segregation agent encapsulated in mechanically breakable capsules in a bitumen emulsion containing a bitumen phase which is made up of a bitumen selected from a pure bitumen and the like and a water phase which is made up of water and an emulsifier. SOLUTION: A bitumen emulsion comprises a bitumen phase which is made up of a bitumen selected from a pure bitumen, a bitumen treated with a flux and a modified bitumen and a water phase. Capsules containing an emulsion segregation agent are breakable by compressing or shearing. The emulsion segregation agent is encapsulated in the capsules having a mean particle diameter of less than 100μm and a mean diameter of less than 5-50μm. The wall of the capsules is made up of a polymer of a condensation polymerization type which is obtained by an interfacial polycondensation. The emulsion is prepared by blending the bitumen phase and the water phase in a colloid mill and introducing the encapsulated emulsion segregation agent.
