A cement composition characterized by being prepared by blending portland cement or a mixed cement with 3 to 15 wt. % (in terms of CaO) of powdered quicklime prepared by pulverizing lumps of quicklime having a 4N hydrochloric acid consumption of 70 to 500 ml into a powder having a Blaine specific surface area of 3000 cm<2>/g or above or with at most 10 wt. % of an alkali metal sulfate.
