An apparatus used for reducing the amount of pathogenic bacteria associated with a bird or other edible animal comprises a deluge unit (10) having an interior portion (14) having side walls (23) and bottom walls (18) an exterior portion (12) having side walls (19) and bottom walls (21) and end walls (15) connecting said interior portion (14) to said exterior portion (12) wherein the area of said interior portion provides a space which completely surrounds one or more of the birds or animals being treated. The apparatus further comprises one or more deluge nozzles (24) mounted within said interior portion (14) of said unit (10); one or more lines (28) for connecting said one or more deluge nozzles (24) and said one or more spray nozzles (26) to the source of the bacteria reducing chemical solution; and one or more connectors (36) for connecting the exterior portion (12) or end walls (15) of said unit (10) to an existing overhead conveyor (38) located within the facility where the bird or animal is being treated.
