PROBLEM TO BE SOLVED: To prevent fixing particles from back-flowing in a production vessel in the manufacturing method of the fixing particles as the working powders of cellulose powder for improving the quality of a wooden plastic. SOLUTION: This device forms fixing particles by fixing surface particles, each of which has a diameter smaller than that of each of ground particles and is harder than the hardness of them. At the same time, when those fixing particles are formed, the temperature of the fixing particle is so constituted as to be elevated. In this case, during the formation of the fixing particles, a hot air device (such as a hot air blowing device 50) for blowing hot air in the forming space (such as a mixing vessel 14) of the fixing particles is equipped and, in addition, in the hot air device, a damper 80 for shutting off the forming space 14 of the fixing particles and the hot air device 50 from each other during the period, in which the formation of the fixing particles is stopped. |
