PROBLEM TO BE SOLVED: To provide a data protecting system preventing the using of data without permission by processing data requiring permission for using through the use of a dedicated processing means when a user processes the data, so as to store only data on processing information expressing how the data is processed. SOLUTION: When a licence judging part 11 confirms the licence of the using of still picture data requiring permission for using, a decoding part 12 decodes ciphered still picture data requiring permission for using by using a decoding key. The user executes processing by means of a processing part 61 to still picture data requiring permission for using. At the time of finishing processing, still picture data itself after processing is not stored but still picture data expressing difference between the original still picture requiring permission for using and the still picture after processing is written in a recording medium by a recording part 62.
