PROBLEM TO BE SOLVED: To enable and assigning in accordance with a transmission waiting information quantity, effectively utilize bands between transmission devices and also to avoid useless information transmission by reading the transmission waiting information quantity which is transmitted from information sources for holding information transmission waiting information in a band assigning circuit. SOLUTION: A transmission waiting information quantity reading means 11 reads the transmission waiting information quantity from the respective information sources for holding transmission waiting information. An assignment band deciding means 12 decides the bands to be assigned to the respective information sources in accordance with the transmission waiting information quantity of the respective information sources, which are read by the transmission waiting information quantity reading means 11. A band assignment indicating means 13 assigns the bands decided by the assignment band deciding means 12 to the information sources which hold transmission waiting information. Besides, when the information quantity by packet is reported, assignment is executed by packet unit so as to permit the information quantity to be the one corresponding to the assignment possible bands. |
