The present invention is used for the production of pellet-shaped organic fertilizer, compost material using the pressure and kneading action of a rotating screw device, and does not require lengthy fermentation processing or equipment such as a boiler, or control system therefor etc.. It is characterized by introducing plant fiber material and chopped organic matter into a casing provided with a rotating screw; applying pressure to and kneading the organic matter and plant fiber material; ripping apart and grinding up said organic matter and said plant fiber material through the interaction thereof with the edges of a plurality of grooves formed in the inner surface of the casing in the direction of the axis of the casing, to thereby stuff said plant fiber material into said organic matter; and extruding it through the forming holes of the casing in specified amounts using a cutter, to form it into pellets.
