PROBLEM TO BE SOLVED: To improve the service reception ability of a switching device by dynamically constituting the number of the group unit reception links of the links and receiving the links having different speeds through one switch network. SOLUTION: A route to an output port through an output link 9 and a route to a recirculation route line concentration network 3 through a bypass link 10 are allocated to a cell which is inputted from an input link 7 and a cell inputted from a recirculation input link 8 by the comparison process of a self- target destination address and an output port grouping address from an output grouping address generation part 6. The cell to which a route to the bypass link 10 has been allocated returns to the recirculation input link 8. Thus, the input/output links 7 and 9 having different speeds can be received simultaneously at one switching system.
