A transfer ratio change command generator (15) determines on the basis of the vehicle speed and the road slope, whether a change in the gear transfer ratio is required. If so, the generator generates a command signal to change the transfer ratio. A switch control device (16) changes the transfer ratio on the basis of a change command.
