PROBLEM TO BE SOLVED: To provide a radio channel assignment priority decision method capable of coping with the sudden change of radio wave propagation conditions while utilizing data stored in the past. SOLUTION: In this radio channel assignment priority decision method, interference wave level measurement data for a number required in deciding radio channel assignment priority are held, the oldest interference wave level measurement data are eliminated when an interference wave level has been newly measured and the radio channel assignment priority is decided, based on the remaining interference wave level measurement data and the measured new interference wave level measurement data.
