A flaky fine powder comprising a flaky substance as the base and spherical particles covering the surface of the base, aiming at reducing the luster of the base caused by the irregular reflection of light on its surface and improving the slipperiness. The powder comprises a flaky substance such as natural mica and silica particles deposited on its surface, wherein the silica particles may be further immobilized by the hydrolyzate of alkoxysilane or silica gel. It is produced either by adding alkoxysilane to a dispersion containing a flaky substance and silica particles and hydrolyzing it, or by adding a silicic acid solution to the dispersion and gelling it. This powder is compounded with various ingredients to give cosmetic.
