PROBLEM TO BE SOLVED: To prevent an organic solvent from volatiling, and attain the good protection hardness of a base body after hardening by forming a primer layer with water polyurethane resin. SOLUTION: A primer layer and polyurethane layer are laminated on the base body in this order. Herein, the primer layer is comprised of water polyurethane resin. For example, polytetramethylene glycol and dimethylolpropionic acid are dissolved in methylethyl ketone, and isophorone diisocyanate is put therein; thenγ-aminopropyltriethoxysilane is reacted to be a prepolymer after reaction. After neutralizing this by triethylamine, its dispersion is done in water to be reacted with ethylenediamine, and then water polyurethane resin is made by removing the solvent. Following this, a fluoro-leveling agent is added to this for forming a water primary composition. As a result, a bad influence due to the volatilization of a solvent is prohibited from affecting the environment, and superior adhesiveness and durability are rendered possible.
