LOW RESOLUTION VIDEO SIGNAL FORMING DEVICE AND ITS METHOD

PROBLEM TO BE SOLVED: To provide a device and a method that convert a high resolution video signal into a low resolution video signal by filtering a frequency region signal. SOLUTION: This device receives a coded video signal that is a high resolution video signal of which a frequency region is converted and provides the video signal as plural high resolution frequency region video coefficients. Furthermore, the device receives a selected coefficient among the plural high resolution frequency region video coefficients, weight and executes down-convert filtering to form a set of filtered frequency region video coefficients. Moreover, the device receives the filtered frequency region video coefficients and inversely converts the coefficients to convert them into a set of filtered pixel sampling values. A selected pixel sampling value in one set of the filtered pixel sampling values is eliminated to conduct interleaving for providing a low resolution video signal. As a result, the coded video signal representing a video image is decoded effectively into the low resolution video signal.
