PROBLEM TO BE SOLVED: To automatically select a route supplying an optimum filter program by holding a parameter containing a value (QoS value) representing the quality of data to be received or transmitted, executing a processing on data and transmitting processed data to a node on the decided route. SOLUTION: A parameter set containing the QoS value representing the quality of transfer data is received by a parameter reception part 110 via a node terminal 1. The parameter set which is received and held by the node is inputted to the route deciding part 140 of the node. A route deciding part 150 forms and establishes the communication route of data on plural downstream nodes from plural upstream nodes which the route deciding part 140 decides. Data is inputted from the other node on the deciding route through a terminal 3 with the instruction of the route forming part 150. Inputted data is processed by a data processing part 160 and it is outputted from a terminal 4.
