The computer based system controls the amount that a driver can operate a commercial vehicle without taking a specified break. Each driver is identified by a data card 1 that has memroy containing a continuous record of the drivers time history. The card is inserted in the vehicle computer 2 and a display indicates date, time and other information indicating whether a rest time is to be imposed 9. Only when this has been taken can the driver use the vehicle.
