PROBLEM TO BE SOLVED: To obtain a beautiful gel which is clear and strong, can retain the clarity persistently, does not allow cracks to occur in its inside, and does not increase the residues after the user by compounding carraggeenan having a specifiedκ-type content and a specified calcium content, a nonionic surfactant and water. SOLUTION: Carrageenan having aκ-type content of 50wt.% or higher and a calcium content (in terms of CaO) of 1.0wt.% or lower, a nonionic surfactant, and water are compounded. Pref. the further addition of a hydrophobic solvent having an HLB lower than 1.5 is pref. The solvent is used pref. in an amt. of 0.5-5.0wt.% of the compsn. A nonionic surfactant of an ethylene oxide adduct type is pref., and one having an HLB of 10.2-18.2 is esp. pref.
