PROBLEM TO BE SOLVED: To efficiently optimize radar observation item according to the weather conditions on observation in a radar equipment for observing a weather phenomenon. SOLUTION: When a radar equipment observes a weather phenomenon, a weather mode setting means 3 sets a weather model according to weather conditions on observation. An attenuation rate calculation means 4 obtains the attenuation rate of a radio wave due to atmosphere and particles from the set weather model. A detection distance evaluation means 5 calculates a search distance using the attenuation rate of the radio wave due to the calculated atmosphere and particles. A radar observation item determination means 6 determines radar observation items from the calculated search distance.
