The slowly rotating milling tools are counter-weighted with an overlay of eccentric stroke. A drive is provided for two systems on one and the same drive shaft, taking the form of a hand-guided apparatus with 1.500 to 2.000 watt electrical power and speed between 6-12.000 rev/min.
