PROBLEM TO BE SOLVED: To easily apply scrambling to encoded video signals by applying scramble to video signals by means of plural start codes which are included in an encoded video stream. SOLUTION: An MPEG2 video data start code detection/change information output part 12 outputs the start code information on an MPEG2 video stream. The start code detection information and the start code change information, which are included in the start code information, are outputted to an MPEG2 video data start code detection part 13 and an MPEG2 video data start code change part 14, respectively. The part 13 detects a start code based on the start code detection information, and the part 14 changes the detected start code into another start code, based on the start code change information. Based on this start code change, the scramble is applied to the video data. |
