FIELD: catalyst production. SUBSTANCE: organic carbonates are prepared by using catalyst on porous carbon carrier, said catalyst being catalytically active copper complex compound CuCl and copper diketonates CuL<CHF>*@2</CHF> where L is organic or inorganic compound selected from the following group: alifatic alcohols with general formula R(OH)<SB>x</SB> where R is C<SB>1</SB>-C<SB>12</SB>-alifatic radical and x= 1-4; aromatic alcohols with general formula R(OH)<SB>x</SB> where R is aromatic radical and x=1-4; diketones with general formula R<SB>1</SB>-CO-CH<SB>2</SB>-CO-R<SB>2</SB> where R<SB>1</SB> and R<SB>2</SB> are methyl, ethyl, propyl, or isopropyl; carboxylic acids with general formula R(COOH)<SB>x</SB> where R is alifatic or aromatic C<SB>1</SB>-C<SB>10</SB>-radical and x=1-4; polybasic inorganic acids or their acidic salts with general formula M<SB>x</SB>C<SB>y</SB>O<SB>z</SB> where M is H or alkali metal cation, G is B, P, or S, x+1-3, y+1-2, and z=3-7; L* is diketone with general formula R<SB>1</SB>-CO-CH<SB>2</SB>-CO-R<SB>2</SB> where R<SB>1</SB> and R<SB>2</SB> are organic radicals with general formula C<SB>f</SB>H<SB>g</SB> (f=1-3 and g=3-9).
