PROBLEM TO BE SOLVED: To provide an arrester, which can maintain the stabilized discharge at a low voltage, by providing plural linear gaps, and crossing these liner gaps each other at least two positions. SOLUTION: A conductive thin film 2 on an insulating body 1 of a circular ceramic bar body is spirally cut into fine lines at about 50-200μof width by a cutter so as to form a linear gap 3. A second spiral is cut at the same line width with a first spiral by one pitch in the direction opposite to the direction of the first spiral so as to cross the first spiral at least two positions, and cross parts 4 are thereby formed. Both ends of a circular bar body 1a are covered with a metal cap 5 made of stainless steel, and a lead wire 6 is fitted to each end, and thereafter, it is sealed in a glass tube 7, and sealed with argon gas. Since the linear gaps cross each other at least two positions, discharge is started at a low voltage, and stabilized discharge is obtained, and response time is shortened, and excessive voltage can be stably absorbed.
