PROBLEM TO BE SOLVED: To purify water quality while separating a heavy metal and suspended solid mater in water by providing a stage for removing separately a heavy metal ion and the suspended solid matter and separately executing post- treatment of a sludge containing the removed heavy metal ion and the sludge containing the removed suspended solid matter. SOLUTION: A magnetic powder and a flocculating agent are added to the raw water from a seeding agent preparing device 5 and agitated at an agitating tank to produce a pre-treated water containing a magnetic flocculated body incorporating the suspended solid matter. The magnetic flocculated body in the pre-treated water is separated and captured at a magnetic separator 7a for removing the suspended solid matter, and the raw water from which the magnetic flocculate containing the suspended solid matter is allowed to enter a reaction furnace tank. The heavy metal ion (M ion) contained in the water to be treated is converted to a ferrite and changed to a ferromagnetic body. When the water to be treated containing the ferromagnetic spinel ferrite changed from the heavy metal is sent from a lower direction of the magnetic separator 7, only ferromagnetic spinel ferrite is captured by the magnetic force and the cleaned water is obtained.
