PROBLEM TO BE SOLVED: To obtain a resin coated metal material making an environmental pollutant hard to adhere to the surface of the coating film thereof and easily washing off the environmental pollutant by rainwater even when said pollutant adheres and excellent in other requiring capacity. SOLUTION: In a resin coated metal material wherein a chemical forming treatment film is provided on the surface of a metal material and an org.-inorg. composite resin film is provided as the uppermost layer, the surface energy differenceΔγ=γw.cosθw-γ0.cosθ0 of the org.-inorg. composite resin film surface is set toΔγ>0. In the formula,γw is the interfacial energy (mN/m) of air and water,γ0 is the interfacial energy (mN/m) of air and liquid paraffin,θw is the waterdrop contact angle ( deg.) on a film in air andθ0 is the liquid droplet contact angle ( deg.) of liquid paraffin on the film in air.
