A discharger for generating the low temperature plasma whereby it is improved the discharge effect and density of the low temperature plasma and it is removed the harmful environment pollution gas or the ozone where are generated by means of the electrical, physical and chemical action of the discharge phenomenon. The said discharger consist of the plane electrode(31) inside of the case(29) having a gas inlet port(27) and gas exhaust port(28), the dielectric(32) in the upper surface of the plane electrode.
