SOLUTION: Respective observers 13-1, 13-2, 13-3 estimate an external disturbance n and correct a feedback amount. When the external disturbance n is continued as exceeding an allowable value, it is connected with a diagnosis part 14. At this time, the diagnosis part 14 judges a correspondent incovenient place from the observation data of respective parts and compares the estimated response in an inner model with the response from a real plant and detects the change of a plant constant. The diagnosis part 14 estimates a forecasted life of respective parts by a working information from a multiple-unit control part 11. These information is outputted to an external indication part 2 and a adequate maintenance information is presented to a maintenancer.
