PROBLEM TO BE SOLVED: To provide a generator which easily generates impulse-shaped, electromagnetic field and its method, and to perform easily resistance test of electronic equipment against impulse-shaped electromagnetic field. SOLUTION: An insulating elastic body 102 supports a metal object 101. Driving of a motor 107 causes a metal object 103 to rotate and to collide with the metal object 101. During this process, the metal object 103 separates÷re'te speed from a plate 108 charged in a given potential to generate charaging by induction field. The charged metal object 103 collides with the metal object 101 to release impulse-shape electromagnetic field. Because the metal objects 101 and 103 contacts at two points during their collision to form a closed loop, and the elastic body 102 moves the metal object 101 towards the object 103, area of the closed loop decreases and more intensive impulse-shape electromagnetic field generates.
