PROBLEM TO BE SOLVED: To adjust compressibility and to make possible compression encoding processing without depending on double path encode by compressing video data to be compressed through a prescribed compressing method so that the amount of compressed data can become a target value. SOLUTION: An encoder control part 12 preprocesses video data VIN to be compressed and outputs them as video data S12 to a FIFO memory 160 and an encoder 162. The FIFO memory 160 delays the respective pictures of the video data S12 just for L pictures and outputs them to an encoder 18. The encoder 162 successively performs compression encoding to the pictures of the inputted video data S12 in auxiliary manner and outputs the data amount of compression encoded data, the value of a DC component in the video data after discrete cosine transforming processing DCT and the power value of its AC component to a host computer 20.
