摘要 <p>PROBLEM TO BE SOLVED: To reduce the data amount of a motion vector to be transmitted and to improve efficiency by detecting the motion vector only in a non- substitutable area inside a prediction frame. SOLUTION: A panning vector decision part 220 obtains a panning vector at the optimum matching position of a reference frame and a present frame. A prediction frame decision part 230 generates the prediction frame provided with a picture element value in a substitutable area which is an overlapping part and not provided with the picture element in the other non-substitutable area. A first frame generation part 270 moves picture elements belonging to the substitutable area to the non-substitutable area and generates a first prediction present frame. A second frame generation part 280 executes a block matching method to the non-substitutable area and generates a second prediction present frame. A selection signal generation part 244 evaluates the size of the panning vector with the distributed value of the picture element value of a boundary part as a reference and a selection part 290 selects either first or second prediction present frame based on it.</p>
