PROBLEM TO BE SOLVED: To avoid the danger of adding an excessive tensile stress to an optical coated fiber, and facilitate the branch taking work by forcedly pulling a grooved core at a speed slightly higher than a fixed speed. SOLUTION: When the fiber speed of forced feeding by a forced feeding capstan 5 is V, the fiber speed of pulling by a pulling capstan 7 is set to V+αslightly higher than it, and the fiber speed of receiving by a receiving capstan 8 is returned to the initial V. Between the forced feeding capstan 5 and the pulling capstan 7, a tensile force longitudinally acts on a grooved core 1 to draw and extend the core 1, and an optical coated fiber 3 is dropped therein in the extended state. Since the receiving speed of the receiving capstan 8 is set to the value of the original V in the lower stream over the tensile capstan 7, the elongation of the groove core 1 is returned to the original state, and the optical coated fiber 3 is relatively sagged to the grooved core 1, whereby an excessive tensile stress can be avoided.
