PROBLEM TO BE SOLVED: To suppress a congestion of a network resources in a route related to a service class where a rate level is not adjusted. SOLUTION: A resource management(RM) cell information generator 85 used in relation to the switching node of a digital network is provided. An RM cell is periodically generated by an originating source device, transmitted to a transmission destination device by the route and returned to the originating source device by the route with a switching node by the transmission destination device. The RM cell information generator 85 generates flow control information included in the RM cell and a periodical statistic quantity generator and a flow control rate generator are included. The periodical statistic quantity generator periodically updates a max. permission rate value in accordance with the change rate of a buffer occupying degree. The flow control rate generator generates flow control information in relation to the latest max. permission rate value generated by the periodical statistic quantity generator and an adjustment coefficient value generated in relation to change in the buffer occupying degree.
