PROBLEM TO BE SOLVED: To prevent unwanted cells from being transmitted to an outgoing line when not in use and to efficiently use a transmission line by providing an ATM exchange with a means for adopting the registration system of utilization time for the use of a line and performing the time management of communication while accepting a start time, a continuation time and its band to be used.
