PROBLEM TO BE SOLVED: To minimize the number of edge blocks surrounding a boundary and to increase an encoding efficiency of a video signal by extracting a search grid based on the number of the plural edge blocks having a boundary part of an object and a pixel value in an edge block and generating a selected search grid as an optimum search grid. SOLUTION: Edge block detection circuits 40-1 to 40-M generate edge block information showing the positions of the edge blocks in accordance with form information and search grid information received from the respective search grid generation circuits 20-1 to 20-M. A first comparator 50 compares the number of all the received edge blocks, selects a minimum number and supplies a first selection signal to a second comparator 70. Respective active degree calculation circuits 73-1 to 73-M calculate an active degree against the respective edge blocks contained in the corresponding search grid based on the edge block information from the edge block detection circuits 40-1 to 40-M. |
