PROBLEM TO BE SOLVED: To enable a process in which slillage oil is adsorbed and gelatinized efficiently while the evaporation of the oil being prevented by incorporating a material selected from a group consisting an oil absorbent polymer, an oil adsorbent, and an oil gelatinizing agent into an oil absorbent film capable of adsorption, gelatinization, etc., of spillage oil etc. SOLUTION: An oil absorbent film which covers areas of spilt oil and spillage oil and adsorbs and gelatinizes the oil is formed by incorporating an oil absorbent polymer, an oil adsorbent, or an oil gelatinizing agent, and the mixture of these. A styrene-butadiene block copolymer etc., are named as the oil absorbent polymer. The obtained oil absorbent film has a gas barrier property of 97-100%, the thickness of the film is made to be 0.1-5mm, and through holes preferably of 0.05-2mmϕare formed in the film. The produced film is made to be wound up into a roll to improve its handling and preservation. In this process, calcium phosphate is applied on the film as a stabilizer for preventing the adhesion between the films.
