PROBLEM TO BE SOLVED: To promote the warming-up of vehicle internal combustion engine and to improve heating capacity after starting up without causing cost up and increasing fuel consumption. SOLUTION: Cooling water temperature Tw detected by a water temperature sensor is below the predetermined value T1, and the temperature of suction air temperature Ti derived from the computation of the suction air volume Q detected from a hot wire type air flow meter is the predetermined value T2 or below (S1-S3). Further, when the signal derived from the heat-up switch which indicates the operation condition of the heating system for vehicle is ON (S4, S5), the drive of the exhaust gas circulating device is controlled based on the openingθof accelerator and the engine speed Ne (S6).
