PROBLEM TO BE SOLVED: To provide a sound absorbing material capable of effectively reducing the elastic modulus of a powder layer and reducing the sound absorbing frequency into lower sound range with respect to a sound absorbing material utilizing the oscillation of powder particles. SOLUTION: Relating to the sound absorbing material 4 constituted of a sound absorbing fine particle 1 capable of exhibiting sound absorbing action by the oscillation of the particle itself, a fine fiber body 2 having entwined structure of fine fibers, a binder for sticking the fine particle 1 and the fiber body 2 and fine particulates 3 having a spring constant <=1×10<2> N/m, fine particles 3 are entwined around a fiber structure formed on the surface of the powder particle by the adhesion of fine fiber body to the sound absorbing fine particle 1.
