PROBLEM TO BE SOLVED: To obtain the subject adhesive containing a latex-based adhesive, fine powder having a mean particle diameter of a specific range and a silicone emulsion emulsified by a nonionic surfactant, and useful for a peelable document or voucher such as a confidential post card. SOLUTION: This peelable adhesive composition contains (A) a latex-based adhesive (preferably a rubber-based latex), (B) fine powder having 1-30μm mean particle diameter and (C) a silicone emulsion emulsified by a nonionic surfactant. Further, the emulsion of the component (C) is preferably obtained by emulsifying a silicone oil with a nonionic surfactant. The HLB of the above nonionic surfactant is preferably >=12, more preferably >=15. Also, the above silicone oil preferably has <=100000cts viscosity (at 25 deg.C). Each of the components is preferably blended by 10-80wt.% component (A), 10-80wt.% component (B) and 1-5wt.% component (C) based on solid portions in the adhesive.
