PROBLEM TO BE SOLVED: To provide a thermoplastic resin coated metal sheet improved in draw processability, enabling the reduction of the thickness of the body part of a drawing can and the rising of the height thereof, suppressing the generation of a lug at a time of draw processing and reducing the thickness fluctuations of the body part of the can. SOLUTION: A continuously advancing strip like metal sheet 4 is heated and a thermoplastic resin film 7 having orientation properties in both surfaces thereof is bonded to the heated metal sheet under pressure by a pair of laminating rolls 8 to be laminated thereto and the laminated metal sheet is sent into the gap between at least a pair of rolls consisting of the surface roughened roll 10 and backup roll 11 of which the surface is composed of an elastic member provided under the rolls 8 and surface roughening processing is applied to the surface of the laminated resin film in a predetermined pattern to form predetermined surface roughness on the surface of the resin film and, thereafter, the resin laminated metal sheet is immediately cooled.
