PROBLEM TO BE SOLVED: To reduce fading by controlling two systems of transmission outputs of the same frequency to minimize the difference of the phase difference ofπ/2 and the same power between the outputs and allowing an antenna to emit a circularly polarized wave. SOLUTION: A transmission output f1 is fed to an antenna 19 via a frequency converter 14, a linear amplifier 16 and a tuning matching device 18 and a transmission output f2 is fed to an antenna 24 via a frequency converter 20, a linear amplifier 21 and a tuning matching device 23 and a transmission output f2 and the transmission outputs f1 , f2 of the sam output with a phase difference ofπ/2 are fed to two horizontally and vertically polarized wave antennas 19, 24, from which a circularly polarized wave is emitted. The phase difference ofπ/2 is provided through the control by a phase adjustment device 25, and the phase adjustment device 25 is controlled to keep the phase difference ofπ/2 based on a difference signal from the comparator 26 comparing the phases of the two systems. The same output of the two systems is maintained by adjusting a level adjustment device 27 based on a difference signal from the comparator 28 comparing the outputs of the two systems.
