PROBLEM TO BE SOLVED: To produce a cutting tool made of surface coated cemented carbide, excellent in chipping resistance. SOLUTION: The cutting tool made of surface coated cemented carbide can be produced by forming, by means of chemical vapor deposition and/or physical vapor deposition, hard coating layers including an Al2 O3 compound layer composed essentially of Al2 O3 to 3-20μm average layer thickness on the surface of a base material composed of WC-base cemented carbide. At this time, at the time of forming the Al2 O3 compound layer, an inert gas type reactant gas, having a composition which consists of, by volume, 0.5-10% AlCl3 , 1-30% NOx , 0.01-1% TiCl4 , 0.5-20% H2 , and the balance inert gas and in which AlCl3 /TiCl4 is regulated to 10-100, is used as a reactant gas.
