PROBLEM TO BE SOLVED: To permit the efficient combustion of mixture gas on the surface of a combustion mat. SOLUTION: A surface combustion burner device is constituted of a flow regulating plate, having a configuration substantially coinciding with a combustion surface of a surface combustion mat 2, and a multitude of holes 5a, whose area ratio with respect to a combustion area is 1.1×10<-3> to 1.5×10<-2> and which are distributed so that the gap ratio of the holes 5a becomes 30% to 60% substantially. Further, the flow regulating plate 5 is arranged at a position whereat the ratio of a distance from the opening of a supplying pipe 3 to the surface combustion mat 2 with respect to a distance from the surface combustion mat to the flow regulating plate 5 becomes 0-0.7 thereby the highest flow regulating effect can be obtained and mixture gas can be burnt efficiently on the surface of the combustion mat 2.
