PROBLEM TO BE SOLVED: To judge the collision of a vehicle at a high speed and at a high accuracy, by discriminating the threshold values of an impact force, a speed variation amount, and additionally, an acceleration gradient. SOLUTION: An acceleration applied to a vehicle is detected, and an impact force is calculated by using the absolute value of a specific band area component appearing remarkably in the collision of the vehicle which is abstracted from the acceleration, and a long section speed variation amount is calculated by integrating the above acceleration along a relative long section up to the present value, and furthermore, a short section speed variation amountΔVa (k) is calculated by integrating the above acceleration along a relative short section up to the present value. While an acceleration gradient amountΔGr(k) is calculated by time integrating the short section speed variation amount, in particular, a collision forecast valueΔVa(k)-ΔGr (k) is calculated by subtracting the speed variation amount from the acceleration gradient amount, and a low speed front side collision having no large difference in the collision speed, a high speed overlap collision and the like are discriminated at a high speed and at a high accuracy, by taking it as one of the necessary conditions for judging collision that the collision forecast valueΔVa(k)-ΔGr (k) exceeds a specific threshold value, as well as the acceleration gradient amountΔGr(k) exceeds a specific threshold value Grd.
