PROBLEM TO BE SOLVED: To positively reform water by depositing or incorporating a granular body capable of ionizing water or fractionating the molecule cluster on or into a three-dimensional reticular support having a sufficiently permeable void. SOLUTION: The water-tank water refining material (a) is obtained by depositing or incorporating a granular body 3 capable of ionizing water or fractionating a molecule cluster on or into a three-dimensional reticular support 2 having a sufficiently permeable void 1. In this case, the support 2 is formed by point-bonding innumerable bent synthetic fibers or metallic fibers while keeping each void in the shape of luffa or nonwoven fabric, and a scrub brush is also available. The granular body 3 is obtained, for example, by formingβray or FIR emitting minerals such as hornblende into a ceramic and crushing the obtained ceramic. The granular body is deposited on the support 2 by thermal spraying or with a water-resistant adhesive.
