PROBLEM TO BE SOLVED: To prevent the deterioration of fuel consumption during the operation of an air conditioner in an engine to which the compressor of the air conditioner is connected. SOLUTION: When the operation amount of an air conditioner is to be estimated based on one of the integrated valueΣ(Ne.t) of an engine revolution number Ne after the engine is started and the air conditioner is actuated or the passage of time TMAC (S12, S16), the target value of the idle revolution number of the engine when the air conditioner is actuated is set to a first revolution number N1 (S10, S17) and the target value of the idle revolution number when the operation amount thereof reaches a specified amount (tA, Xa) after that is set to a second revolution number N2 (N2<N1) lower than the first revolution number N1 (S14, S16, S24).
