SOLUTION: A humic substance extraction tank for extracting the condensable matter in the humic substance into sewage and sludge and an extracted humic substance storage tank for stably storing the extracted condensable matter are provided in the treatment for purifying sewage and sludge to obtain an economical extracted humic substance soln. of fixed concn. The condensable matter in a powdered or pelleted humic substance is extracted in the extraction tank with the sewage or sludge by the amt. of 5 times that of the condensable matter at the lowest to prevent the deterioration in storage.
