PROBLEM TO BE SOLVED: To provide a video image special effect device with a small hardware scale and high image quality. SOLUTION: A video signal 51 of jumping scanning is received and a motion detection circuit 2 is used to detect a motion area of a video image. A reduction rate generating circuit 5 calculates a reduction rate 54 of a video image in response to a kind of the special effect and a filter coefficient generating circuit 4 generates an in-field filter coefficient 55 or an in-frame filter coefficient 55 for loopback distortion prevention in response to the reduction rate 54 in a motion area depending on the motion of the video image or in a still area respectively. A filter circuit 3 conducts non-jumping scanning conversion simultaneously while applying filter to the video signal 51 in response to the filter coefficient 55. The video signal of non-jumping is given to a special effect circuit 6. |
