PROBLEM TO BE SOLVED: To simplify hardware necessary for obtaining compressed video output data by reducing the number of calculating times. SOLUTION: Video input data is converted to an input pixel block. A best predictive block and a related motion vector are judged concerning the input pixel block placed in a previously decided area of a picture. Candidate predictive blocks are judged concerning the other input pixel blocks. The candidate predictive blocks are mutually compared and one coincident with the important matter of a compressed data rate is selected. The selected block is compressed to obtain an output block and this output block receivers formating by an output data packet.
